Yes, it is; and the offence is called mischief. The general punishment for the offence is imprisonment not more than three years and fine not more than six thousand baht or both. It is an offence even though you do not destroy it but, if you do something to lessen its use, e. g., you take away the thing that its owner put on the road to slow down speeding cars, you will be guilty of mischief also.
Committing a mischief of an important property classified by law, such as an industrial machine, consumable animal or agro – produces, the punishment is as high as five years with a proportionate fine; and if the property is a religious object worshiped by believers of the faith like an image of Buddha, etc., the imprisonment for that is as high as ten years and fine not more than twenty thousand baht or both.
The mischief against an individual property is a compoundable offence.
