Yes, there is Under section 13 of the immigration Act, the following persons are entitled to enter Thailand without a passport. (1) An alien in charge of a crew member. However, for practical convenience, the Thai authority may issue to each of them an official certificate in accordance with The Ministerial Regulation concerned. (2) A citizen of the country bordering Thailand or adjacent to the Thai border making a casual journey across the border in compliance with the agreement between the Thai government and the government of the neighboring country. (3) An alien passenger of a train, holding a through ticket and making a transit travel through Thailand on such a train to another country under the agreement between the government of Thailand and the government of passenger country. However,If he/she comes out of the train to stay overnight at a hotel he/she must have a traveling document. Section 14 gives the minister of interior to require such an immigrant to have a certain amount of money or hold a bond for that.This is practiced in the same way as other countries do .However, this does not apply to children under 12 years of age.
